Unpaid Property Tax List: How to Check One House or Pull a Whole County
A practical guide to finding houses behind on taxes, reading the record correctly and talking to the owner like a person.

Goliath Data publishes this guide and is named in it as one paid option. County fees and state rules were checked on official sites on November 5, 2026, and can change.
An unpaid property tax list is the local record of parcels with past-due taxes, and it sits with the county treasurer or tax collector. To check one house, search the parcel on that office's website, which is usually free. To get every parcel, download, buy or request the county's delinquent list, which runs from no posted fee to a few hundred dollars.
This guide covers checking a property, budgeting for data and your state's sale rules. For county walk-throughs and a side-by-side of paid tools, read how to access official lists of tax delinquent properties.
Where the unpaid property tax list lives
No single office has the full picture:
Office | What you get |
|---|---|
Treasurer or tax collector | Amount owed, tax years, payment history, sale status |
Assessor | Owner of record, mailing address, assessed value |
Recorder or county clerk | Deeds, mortgages, other recorded liens |
Court, clerk or sheriff | Foreclosure suits and sale notices, depending on the state |
In some places a city or town collects the tax instead.
Searching "houses that owe back taxes near me" tends to surface ads and aggregators. Search "[your county] treasurer" instead. For unpaid taxes on homes near you, some counties go further: the Maricopa County Treasurer links a map of delinquent taxes from its home page.
We could not find a current, sourced national count of delinquent homes, so be wary of anyone quoting one. For scale, ATTOM reported $396.8 billion in property taxes on more than 89.6 million single-family homes in 2025, with an average bill of $4,427. At that average, a household two years behind owes about $8,854 before interest and fees.
How to find out if someone hasn't paid property taxes
Tax records are generally public, so this takes about as long as making coffee.
- Get the parcel number. Find it through the assessor using the street address. Cook County's tax sale page notes that the PIN, not the address, identifies the delinquent parcel.
- Search the treasurer's site. Maricopa's lookup accepts a parcel number, name or address.
- Read the years. A late current bill is different from two or three prior years unpaid.
- Look for sale activity. Terms like "sold certificate," "payment plan" or "power to sell" change what happens next.
- Check the recorder. Look for mortgages and other liens. Many lenders require taxes to run through escrow, the CFPB says, so a delinquency on a mortgaged house deserves a second look.
Need paper for a closing file? Mesa County, Colorado charges $10 for a Certificate of Taxes Due.
How to get a whole list of properties overdue on property tax
The official-list guide covers the four access routes. Once you have a file, the real work starts:
- Remove the noise. Filter out one-year, small-balance accounts if your buy box calls for deeper distress.
- Compare mailing and property addresses. A mismatch can point to an absentee owner. Confirm it before you mention it.
- Stack signals. Add equity, tenure, pre-foreclosure or probate records. High equity data separates an owner with options from one who owes more than the house is worth.
- Recheck before outreach. Owners pay every day, which is why Cook County sells weekly removal lists. Nobody enjoys being contacted about a debt they cleared on Tuesday.
What an unpaid taxes list costs
Posted examples, not national averages:
Route | Example | Cost |
|---|---|---|
One-parcel lookup | Most county tax search pages | Usually free to view |
Posted PDF | No fee stated on the page | |
Small-county list | $50 (2025 fee, same on the proposed 2026 schedule) | |
Delinquent data on CD | $50 | |
Big-county file | $250, plus $100 for weekly removals | |
Do Not Call data | First five area codes free, then $85 per area code from October 1, 2026 | |
All-in-one platform | $1,499 to $7,499 a month, including 5,000 to 25,000 skip traces |
The list is rarely the expensive part. Your time is, plus the phone numbers, mail and follow-up after it.
Tax lien vs. tax deed states
In a lien state, the buyer purchases the right to collect the debt plus interest. In a deed state, the buyer purchases the property itself, sometimes subject to the owner's right to buy it back. Those labels simplify, so read your own state's rules:
State | What gets sold | Owner's window |
|---|---|---|
Arizona | Tax lien. Lowest interest bid wins, capped at the 16% statutory rate | Buyer can start foreclosing the right to redeem three years after the sale |
Florida | Tax certificate, then possibly a deed. Bids run 0% to 18%, and certificates "convey no property rights" | Holder can apply for a deed two years after April 1 of the issue year |
Texas | Deed, with redemption | |
California | Deed at auction. In Los Angeles County, power to sell arrives after five years for residential | Owner can redeem until the last business day before the auction |
What that means when you're dealing with an owner:
- Lien states: The lien sale alone doesn't end the owner's title, but a purchase has to clear the payoff. Get that figure from the county in writing.
- Redeemable-deed states: Someone else may already hold a deed, and the owner may still be able to redeem. A Texas homesteader redeeming a $100,000 purchase price in year one owes a $25,000 premium, before the other amounts the statute lists. Involve a title attorney before paying anyone.
- Deed states with no later redemption: Check the sale date first. If it is close, say so plainly.
- Surplus money: In Tyler v. Hennepin County, the Supreme Court held that an owner plausibly claimed a Takings Clause violation when her county sold her condo for $40,000 over a $15,000 tax bill and kept the surplus. State surplus rules vary.
Bidding is its own game: start with this tax deed investing primer. This section is general information, not legal or tax advice, so run a specific deal past a local attorney.
Working with owners of houses behind on taxes
This list says the taxes are late. It doesn't say why, or that the owner wants to sell. Some owners are grieving, some are ill, and some have a bill going to an old address.
- Keep it private. Never print the debt on a postcard or leave it in a voicemail.
- Never imply you're with the county. No official-looking envelopes or "final notice" wording.
- Lead with their options. Selling is one. Others include paying the balance, asking the treasurer about a payment plan, or seeing a HUD-approved housing counselor, often at little or no cost.
- Keep urgency factual. Quote the real sale date from the county record. Don't invent a deadline.
- Take no for an answer. Log it and stop.
- Suggest independent advice. Encourage a lawyer or family member to read any contract. Some states also regulate buying from owners facing foreclosure.
For phone outreach, FCC rules bar telephone solicitations before 8 a.m. or after 9 p.m. local time and to numbers on the national registry, and require prior express written consent for autodialed or prerecorded telemarketing calls to cell phones. The FTC requires covered sellers and telemarketers to sync with the registry at least every 31 days. Ask your attorney how these apply to your campaign. This is not legal advice.
For wording, this guide to mail that respects the owner's situation is written for pre-foreclosure, but the tone carries over.
Past a county or two, software can do the assembly. Goliath Data builds lists from property signals, including tax delinquency, and each record keeps the source behind it. Records update hourly, though refresh timing varies by source and market, so confirm the balance with the county before you act. Skip tracing, CRM, dialer and texting are built in. Published skip-trace figures are a 99% match rate and 85% accuracy, with no charge for misses. Compare them against other skip tracing services.
