Dismiss a suggestion card with the reason the person gave (NOT_RELEVANT, WRONG_TONE, WRONG_FACTS, ALREADY_DONE, OTHER, …). Recorded through the API, not as feedback heard from a person.

- Idempotency: honors `Idempotency-Key` (24 h)
